DELWP and EPA Victoria have recently (19 Oct) released a new State Environment Protection Policy (Waters). The SEPP (Waters) now formally replaces SEPP (Groundwaters of Victoria) and SEPP (Waters of Victoria) (including all schedules). A copy of the most recent SEPP (Waters) is available here. This particularly affects consultants and should be implemented immediately.
